In Philadelphia, a stormwater fee is applied to all non-residential parcels based on the gross area of the parcel and the area of impervious cover within the parcel boundary. Meliora Design is currently assisting the Morris Arboretum in applying for a reduction in its stormwater fee, which has increased significantly since the restructuring of stormwater fees in 2010. Morris is seeking credit for the numerous stormwater runoff volume reducing measures, disconnected impervious areas, and absorbent land cover types, such as woodlands, wetlands, and meadows, which are found across the property. Meliora is quantifying the benefits of the various runoff reducing measures and land types and applying these values in the credit application. Through this credit application process, Meliora hopes to provide Morris with a stormwater fee reduction of several thousands of dollars annually.
